On the Internet

Why aren't languages consistent as to what preposition to use with the word Internet? Some go in: Portuguese na Internet, Spanish en Internet, Polish w Internecie, Russian в Интернете, German im Internet; others go on: Czech na Internetu, English on the Internet, Dutch op Internet, Italian su Internet, Swedish på Internet? Why do some consider Internet something comfy where things are snuggly nested in, whereas others consider it a boring surface where all sorts of stuff can be found?
